基于原子图谱法的政府部门组织韧性概念研究

Abstract

在风险社会与乌卡时代背景下，政府部门作为公共治理核心主体，其组织韧性成为应对不确定性、保障公共服务连续供给的关键能力。当前学界对政府部门组织韧性的概念界定存在视角分散、内涵模糊、维度不一等问题。本文采用原子图谱法，提取概念核心心像、准核心心像与重要心像，结合质性分析完成对政府部门组织韧性概念的重新界定。研究明确政府部门组织韧性是其在常态运行与突发扰动中，通过风险预判、资源冗余、结构调适、协同响应、学习修复与转型成长，维持核心职能稳定、保障公共服务连续、实现组织可持续发展的动态综合能力，为政府组织韧性理论建构与实践提升提供基础支撑。
