文化外交视域下美国和平队在秘鲁教育活动中的角色研究（1961-1968）

和平队是美国20世纪60年代以来对发展中国家实行文化外交政策的典型代表。肯尼迪与约翰逊政府时期，秘鲁拥有世界上最大的和平队特遣队之一，并且进入发展的全盛时代。但受冷战以及秘鲁民族主义运动等多重因素的影响，和平队志愿者在秘鲁开展教育服务的历程十分曲折，甚至在一定程度上成为两国外交博弈的牺牲品。因此，美国和平队在秘鲁教育活动的开展，是美国外交政策与秘鲁国家需求之间关系的重要缩影，也可窥见其背后隐藏的既具有一定牺牲色彩，又能够超脱双方利益，破生出新志愿意义的角色担当。
