Abstract

本研究聚焦后疫情时代美国医药政策的系统性变革，构建三维分析框架（资源分配、政策周期、公私合作）探讨政策转向的内在逻辑与长期效应。通过实证数据分析发现：资源分配呈现显著的地理与群体差异，拉丁裔与非裔社区疫苗接种率滞后白人社区7-8个百分点；政策周期存在“钟摆效应”，无法延申以保障后疫情时代的经济与社会恢复需求；公私合作虽推动mRNA疫苗技术突破，但专利纠纷与数据产权模糊损害公共利益。基于空间政治经济学、制度变迁理论及治理分析框架，本文提出通过分析复合分配模型、政策生命周期机制及公私合作体系，为分析美国公共卫生体系韧性提供理论支撑与实践路径。
